William J. Salva
William J. Salva is president of WJS Consulting LLC where he specializes in cross-border withholding tax, tax relief, tax reclaims and tax reporting. He has over 20 years experience in withholding tax compliance and service delivery at some of the world’s largest financial institutions including The Depository Trust & Clearing Corporation, the Chase Manhattan Bank and JPMorgan.
Mr. Salva has had extensive experience in negotiating special withholding tax relief arrangements with tax authorities in Germany, Ireland, Italy, Japan, Puerto Rico, the Netherlands, Spain, Switzerland, and Canada and has participated in numerous industry initiatives/committees including with the IRS, IRPAC, ICI, DTC, ISSA and the OECD. Many of these efforts have resulted in favorable IRS regulation/ruling revisions including special section 1441 provisions for clearing organizations and a new information flow-thru process for 1099 CAP reporting, new/revised DTC facilities/procedures, and simpler tax relief procedures for U.S. mutual funds, pension funds and others.
Mr. Salva has also served as chair of the DTC Foreign Taxes Legal Working Group, on the SIFMA Dividend Division Advisory Board, and on the OECD informal consultative group on taxation of collective investment vehicles and procedures for tax relief for cross-border investors. He holds a BBA from Pace University.
